TableLayoutPanel in localized .NET 2.0 form or control, running in security context

When you have a table layout panel control in a form that is localized, if you run your form or control from a security context that does not have full trust permissions, you might encounter a security issue. You need to remove the table layout panel information from the resources file, and move it back to the source code. This is due to the control itself using UTF-8 and special formatting to save state to the resources file, and needing special resources at deserialization.
